Bambili water crisis: Tubah Mayor blamed!

For the past few months the inhabitants of Bambili in Tubah Municipality have been going without clean water. The newly constructed water supply scheme for the community of Bambili sponsored by FIECOM is not functioning as the population heaps blame on the Mayor for complicity with the contractor of the poorly executed water project for selfish reasons. Despite the numerous complaints from the population and more especially by the Bambili Water Management Committee, against the poorly executed water project by the company named Premier Enterprise, the Mayor of Tubah Sofa Stanislaus went ahead to receive the project in his office without the consent of the representatives of the Bambili community. A meeting on the Bambili Water crisis dated 5th May 2011 took place at the Tubah Council Hall presided at by the Mayor himself. In that meeting, the problems facing the newly constructed water supply scheme were raised and the attention of the Mayor was called to them. At the end of the meeting and following the various problems raised against the poorly executed water project, recommendations were made to reverse the odds about the project so that the population could better enjoy the good intentions of the project which are access to good drinking water and control of the numerous water borne diseases that come from bad water sources. 
It be noted that both the problems raised and the recommendations taken at the various meetings chaired by the Mayor, the Mayor failed to make sure that the recommendations be carried out to enable the proper functioning of the project and instead went ahead to receive the project in his office as completed and good for the population. Unfortunately, the project has failed to meet up with the unique intention of providing access to clean drinking water for the growing population of a place like Bambili. Since the contractor claimed to have completed the project, water has never flown in any of the public stand-taps and homes of the inhabitants. Thank God, it is rainy season, else, the tastiest Cameroonian would have been the one living in Bambili where when the dry season comes and the water situation is not taken seriously, Bambili may be a fertile ground for the outbreak of deadly water borne diseases.
The people of Bambili are today faced with the problem of potable water supply. The water crisis in Bambili has caused the people to question the legitimacy of the Mayor in the area. According to the people of Bambili, the Mayor of Tubah Council is largely blamed as the one responsible for the persistent water crisis now plaguing the area.
The people of Bambili are not happy with the unfair treatment given them by the Mayor of Tubah and they now see Mayor Sofa as one who has very little or no concern in the well being of the people of his municipality especially when one considers the importance of water to life. The Mayor according to the people of Bambili has deliberately refused to listen to their cry to follow up and make sure the hard earned multi-million water project in Bambili financed by FEICOM works for the common good. Worst of all the population are questioning the Mayor for receiving a water project when no water is flowing out of the tank to supply the population with the badly needed potable water, thus making life more difficult and uncomfortable in Bambili.
As this reporter gathered from the grudging villagers, a protest march to the Mayor’s office is underway to mount pressure on the Mayor for water to flow in Bambili.


Balikumbat: Dr. Lecigah re-elected SDF District Chairman
Following the re-organization of the basic organs of the Social Democratic Fronts, SDF in the entire North West Region, it was the turn of the Balikumbat Electoral District of the SDF party in Ngoketunjia Division on the 22nd July 2012. SDF Delegates who matter turned out massively for the election exercise which witnessed two militants contesting for the post of District Chairman for the Balikumbat SDF Electoral District. Many more militants of the SDF in their great numbers turned out to witness for themselves the putting in place the new Executive Members of the District for the next three years through democratic elections. It should noted that the election of a new executive was the main point of the Conference.
The incumbent District Chairman, Dr. Lecigah Pius Tante has as challenger Mr. Kigha Isaac Billa a Jurist with the Wisdom Law Firm in Bamenda who wanted to replace Dr. Lecigah as the next District Chairman for Balikumbat. The elections which were coordinated by fine selection that composed the seven-man Provincial Delegation from Bamenda charged with the responsibility as and headed by Mr. Gideon Muluh, the first Deputy Mayor of the Santa Council to place in a serene and democratic atmosphere with very strict respect of all the rules and regulations governing such elections.
Speaking to militants who turned out for the even at the BADO Hall in Balikumbat, shortly before elections, Dr. Lecigah’s call on the militants to make sure they buy their party cards as the only document they could present anywhere as proud militants of the SDF, the party for change, was heeded to by nearly all the militants who immediately went into action scrambling to purchase their party cards from the limited stock brought by the Provincial Delegation in charge of coordinating the reorganization of the basic organs of the party in the Region. An impressive number of party cards were sold and the member of the Delegation moved by such reaction from the militants remarked; “this is a true testimony of the rebirth of the SDF in Balikumbat”.   
The ceremony which started with prayers and singing of the refrain of the national anthem and then the anthem of the SDF party, witnessed the welcome addresses of the District Chairman for the Balikumbat SDF District Dr. Lecigah and the Divisional Coordinator of the SDF for Ngoketunjia who brought with them messages of thanks and encouragements to the SDF militants of Balikumbat.
Presiding at the ceremony, the head of the Provincial Delegation, Mr. Gideon Muluh stressed on the need to leave the SDF militants of Balikumbat more united that they met them. He said the SDF is now ready to take over Balikumbat from the CPDM once and for all adding that the one time bastion of the CPDM is only a thing of the past. Impressed with the presence of Barrister Kemende as supporter of the SDF, Gideon Muluh assured him that the decision taken to resign from ELECAM as Ngoketunjia Divisional Head to join the SDF party that there will be nothing to regret after all. He showered a lot of praises on the outgoing District Chairman Dr. Lecigah amidst thunderous applause for the hard work done for what is being celebrated today- the emergence of the SDF in Balikumbat. Mr. Muluh asked the militants of Balikumbat to show love and respect for their Fon and forgive him for all the things he has done to deter the growth of the SDF in the area. The delegation warned the militants severally that the time of always complaining is over and now is the time for action to fight their opponents.
When the time for election of the District Chairman came, Dr. Lecigah got a landslide victory over his challenger KIGHA Isaac by proudly securing 177 votes against only 30. Thus Dr. Lecigah Pius Tante was re-elected by a majority of 177 votes as the District Chairman of the Balikumbat SDF District for the next three years. He heads a 16-man executive elected to champion the course of the SDF in Balikumbat.
Reacting to his re-election, Dr. Lecigah thanked his people for renewing their confidence in him and that his doors are opened to all for ideas that could help the growth of the party in the area. Hear him, “I am ready to work with everybody… my mission is not only to lead but also to make sure that we work together as one people for a common future”/.
Mme Pundong Florence the iron lady of Ndop West who was also voted and declared District Chairlady for her electoral district was also a member of the powerful Provincial Delegation to Balikumbat.
While installing the newly elected officials of the Balikumbat SDF electoral District, the Head of the Provincial Delegation called on the new team to work in the interest of the party and that when the biometric registration of voters kicks off, every must be done to make sure that militants are registered in their far greater numbers as the surest way to guarantee victory for the party in the area.





Meet HRH. Fon Angafor Mombo-oh III of Bambui and his Diaspora Connection

The Fon of the Bambui Fondom, HRH. Fon Angafor Mombo-oh III is an exemplary one. Since his coronation on the throne of the Bambui people as the Traditional Ruler in 1995, the community has been witnessing a lot of good things happening for them in the area. Thus Fon Angafor has been reputed as a traditional ruler with a vision for his people. The Fon strongly believes in the spirit of oneness and the advantages that go with it. Like a hen that gathers its chicks and protect them from any danger, HRH. The Fon of Bambui likes seeing his people live in unity, peace and progress. He remains very conscious of the fact that no one man has ever done the most complete and perfect job, but a united people. This explains one of the main reasons why the Fon has come out the throne to embark on visits to the Diaspora to find out exactly how his people are faring out there. In this direction, Fon Angafor III just concluded a historic visit to the people of Bambui living in the Unite States of America where he stayed for over two weeks spreading his royal blessings and goodwill message of peace, unity and love for one another as the corner stones for progress. His timely visit to the USA to meet his people took him to seven of the States that make up the USA like Washington DC, Boston, New Jersey, Minnesota, Texas and New York.  
In a chat with WATCHDOG TRIBUNE, the Fon said his visit to the USA was to meet his people and see what steps they are taking concerning the harmonious development of their home land. Also I went to the USA to make sure the people of Bambui live together as one people so as to better realize the dreams and also it was my mission to make some contacts and create partnership with necessary bodies that could benefit the Fondom, the Fon stressed. The Fon strongly believes that development comes better in partnership than when one works in isolation. Already, putting the health of his people first, the Fon disclosed that such connections in the Diaspora (USA) is yielding fruits as some containers filled with medical equipment are being shipped to Cameroon where they will be conveyed to Bambui so as to help improve on the health needs of the population.
It was the very first visit of its kind by Fon Angafor to travel out to the USA since becoming Fon in 1995. According to the Fon, his children are all over the USA, Europe and South Africa but his choice of starting first with the USA, was because the USA is seen as the “Headquarters” of the world and thus thought it wiser to start first with a visit to the place. The revealed that his next outing will take him to the United Kingdom and other parts of the world where his subjects are also to give them the encouragement and blessings they need to develop themselves. Hear him, “at time as a good leader that I am, you must also try to visit your people wherever they are and see how they are living and not only allow them visit you all the time… these visits will surely permit me to live the difficulties they face and would treat them better. As a father, when I live their difficulties they face, I would be able to know the kind of encouragement to give them for the progress of the village”.
The Fon, the USA and New Experiences:
In an exclusive interview with WATCHDOG TRIBUNE on his tour of the USA from the 20th of June 2012, HRH. Fon Angafor outlined a good number of new experiences he gathered out there. First, he understood the proper use of time in order to achieve the best things in live. Second, as an environmentalist of the first order, the Fon experienced better ways of conserving and preserving the natural environment and this according to the Fon will go a long way to assist him in his continuous fight against Climate Change and Environmental protection.  Hear him, “I even saw a variety of animal species (wild life) well protected such that no one tampers with their existence… I saw and admired the way the people out there happily live so friendly with these animals”.
The Fon also enjoyed the way the people of the USA orderly in the things they do and are quite law abiding respecting human rights at every level and in every action. The Fon stressed that this aspect in the high respect of the rule of law and human rights are worth emulating for the common good. The Fon also noticed the total cleanliness in both the human and physical environment making life more enjoyable.
Further more, as concerns the management of traffic, the Fon also noticed that in the USA traffic congestion is properly managed such that it is not really a problem. He said out there, there are traffic rules which are strictly respected and thus roads accidents are hard to find.
Another aspect that caught the attention of the Fon was the fact that at the White House of the US President, people are seen moving freely unperturbed unlike in Africa where Head of States and their Palaces are heavily guarded by security men. Even the US President moves around freely without much protocol.
At the Headquarters of the United Nations, the Fon witnessed the activities of the UNO for the well being of the world. At the UN Headquarters the Fon experienced the preservation of most important action in world history and also experienced how things are done at the UNO where he personally visited and gathered a lot of important information that could improve the lives of his people back home in Bambui. It was also noticed that most the streets of the cities are planted or erected historical monuments which are well preserved and they easily tell the history attached to them.
Finally, the Fon experienced how most of the activities in the USA are mechanized making life easier and from what the Fon saw and gathered brought him to the quick conclusion that the USA is truly a land of plenty especially when one considers the variety of foodstuff in abundance.  

The Fon’s Expectations from his Subjects after the visit:
After his visit of his people living in the USA last June 2012, and with the blessings and encouragement given to them, HRH. The Fon of Bambui, expects much from them for the development of their native land. The first thing Fon Angafor expects from his people out there in the Diaspora is that they should remain united and be each other’s keeper at all times. Second, the Fon expects them to be good Ambassadors of the Bambui Fondom wherever they are in the Diaspora. Thirdly, the Fon wants them to always participate in the development of their village especially during fundraising for development projects at home. On this point, the Fon said there are measures taken to make a census in order to know how many Bambui sons and daughters are in the Diaspora for this purpose so that everybody is involved in the development of the village. Since education remains the key in life, the Fon expects his people particularly those of the new generation to live a quite responsible live by getting married and sending their children to school so that they could become responsible leaders of tomorrow.  He cautioned his subjects to take the responsibility to legally protect the family property left behind and that land should rather be leased and not sold.
To those in the village, the Fon expects them to stop sleeping and to stand up to face the numerous challenges that is now ahead of them. He reminded them of the development aspects that go with the creation of the Bamenda University in Tubah. With the increasing influx of people to the Tubah subdivision and particularly to Bambui which is the bread basket of the Division, the Fon is calling on his people to be more hospitable and take up the challenge to put up better housing and business infrastructure, extend their farm sizes to meet up with the imminent increase in demand for food and above all ensure a peaceful environment for the good of the village.
Apart from his historic tour of the USA, it was also an opportunity for the Fon to express his satisfaction with the progress of work to give the Bambui Palace a face lift in the coming days. He said rehabilitation works are on going and he and his collaborators are determined to give the Bambui Fon’s Palace the deserved image that could make his people to be where they belong as the “mbeuh”. He also added that a multi-million Museum project for the fondom will soon kick-off and the Palace was selected to benefit from this support by the group “Routes De La Chifferie”

Every generation has its heroes.  Good men are  generally known only by those who have benefited
from them except in the case or cases where the person occupies a conspicuous position. Leadership requires patience, a lot of patience. It also requires a lot of sacrifices.  Good leaders are born as well as made.  To be a good leader, a genuine one of course, a person must be able to manage different moods, temperaments and shades of opinions.  One person in Watchdog Tribune’s eyes, stands out tall when these qualities of leadership are substantiated.  The person is nobody else than Professor Samuel Fonkam Azu’u, the genuine intellectual, who heads Elections Cameroon (ELECAM). Our keen readers are sure to appreciate the reasonableness in our choice only after perusing the accounts that follow.
Dr. Samuel Fonkam Azu’u has beside his lecturing prowess in the University, proven his intellectualism by giving Cameroon’s electoral body, ELECAM, a human face making it acceptable to Cameroonians most especially to the very critical leading opposition party, the Social Democratic Front (S D F).
Shortly after his appointment as the President of ELECAM, Fonkam Azu’u went on a crusade to debunk skeptics who doubted its credibility.  In January 2011 shortly before the October Presidential elections, Fonkam installed computers in ELECAM offices geared towards the checking of excesses of the electoral registration to thwart all misgivings.  The installation of the computers with unique intercom system were effected in all sub-divisional headquarters of the country and within two weeks, some 60.000 new voters were registered with  160.000 existing registered voters coming in to verify their names within the Northwest Region  alone because of the confidence Cameroonians started having for ELECAM and its chieftain, Fonkam  Azu’u.
Equally through lobbying, despite the fact that ELECAM had taken over the computerized data base from MINATD, it acquired new software by the UNDP which is more versatile than what MINATD had with it, ELECAM was able to manage candidates Polling Stations and the outcome of the presidential elections results were quite impressive to a vast majority.
In another vein, with the computerization of the ELECAM offices, ELECAM was able to organize the 2011 Presidential elections on schedule.  There were organized on the appointed date.  Secondly, the elections went on successfully through out all polling stations.  As Fonkam Azu’u himself admitted, after those elections, “It’s in fact a point of satisfaction because I have traveled across the continent to observe elections.” Truly, he went to countries where elections had to be postponed twice because the logistics were not in place.
For bringing sanity in Cameroon’s electoral system, all Cameroonians and friends have applauded that the 2011 elections were conducted in a very peaceful and serene atmosphere.  In fact, since the advent of multiparty politics in Cameroon, few keen observers of the Cameroon political sphere would envy the fact that the 2011 elections was by far the most peacefully conducted, and with the biometric registration put in place, there’s no gainsaying that Fonkam Azu’u’s ELECAM stands tall above all election bodies in this continent, Africa.
 Overcoming SDF Extremism
Today, SDF is the first to applaud ELECAM for its credibility.  Recently in Bamenda, the very critical Northwest Civil society Coordinator, Nkwenti Simon and the SDF Mayor of Bamenda II, Fidelis Balick Awah, and all showered kudos on Fonkam Azu’u for making Cameroonians have confidence in the country’s electoral system. Mayor Balick hailed Fonkam Azu’u for beating records in the 2011 Presidential elections when over 7 million Cameroonians registered and voted, first of its kind since the advent of multiparty politics in Cameroon. Who then says Professor Samuel Fonkam Azu’u is not a genuine intellectual par excellence.

The National Chieftain of Elections Cameroon
(ELECAM), Dr.. Fonkam Azu’u, is a genu ine election expert par excellence.  Reason why a majority of Cameroonians including a cross-section of opposition political parties, militants and foreign bodies have all agreed with one voice that ELECAM is on good hands.
Whatever detractors may say, ELECAM remains a credible body. ELECAM did everything humanly possible to ensure that calm reigned at the last Presidential election which had only a single ugly incident, the death of a woman in Bandjoun.  In other countries it is a total war. Foreign Diplomats and International Election Monitors were generally satisfied with the conduct of the polls.  There were cases of multiple registrations but that didn’t perturb the process. And when we consider that it was the first election organized by ELECAM, the errors can easily be forgiven.
Any sincere Cameroonian would recall that electoral materials arrive their destinations on time and that the ballot papers of all Presidential candidates were available at all polling stations and on time.  No complaints about shortages.  Those who complain about ELECAM forget that in the U.S., George Bush won elections despite electoral fraud in Florida where ballot boxes disappeared.
There’s no perfect electoral system in the world.  Nothing human can be perfect anyway.  The new electoral code strengthens ELECAM.  But the truth is that for the election management body to succeed, Cameroonians must give it all the support it deserves.
When some Cameroonians without giving ELECAM a try, tried and sentenced the ELECTION Management body, ELECAM Chair, Dr. Samuel Fonkam Azu’u did not give up.  He still called on Cameroonians to give ELECAM a chance.
Fortunately, Dr. Fonkam Azu’u’s appeal didn’t fall on deaf ears. ELECAM has not only come to stay.  It promises to lead Cameroonians to the promised land of absolutely free, fair and transparent elections.
No doubt, Dr. Fonkam is bent to give ELECAM a human face, Dr. Samuel Fonkam has continue to criss-cross the nooks and crannies of the country with his high-level retinue, sensitizing and educating Cameroonians, especially election stakeholders, on the new electoral code and biometric system of registration.


Hon. Ntoi frowns at Minister Fuh Calistus for poorly executed public contracts in Ako/Misaje

-  Says the poorly executed contracts by H.E. Dr. Fuh Calistus in Ako/Misaje remain a major setback of the CPDM in the area;
-    Expresses fears that the SDF may exploit these weaknesses of the CPDM to win future elections in the area;

.The Member of Parliament for the
Ako/Misaje Special Constituency, Hon. Ntoi Joseph has reacted to the situation of poorly executed public contracts in the area. Frowning at the situation in a chat with WATCHDOG TRIBUNE at the premises of Hotel Des Deputes in Yaounde Monday the 18th day of June 2012, the MP in this lamentable situation explained with regret that it is now a scandal in his constituency that poorly executed public contracts are the handiwork of CPDM contractors using their Yaounde connection as a cover.
Citing the case of Minister Fuh Calistus as a genuine example, the disappointed MP, said without any fear of contradiction that all the projects/contracts executed by Minister Fuh Calistus in Ako/Misaje have made the people see him as a devious politician. The case of the Ako Water Project is glaring, he pointed out. He said though he claims to have completed the water project in Ako, the project has failed to meet the dire need of water supply to the people of this out post. Water supply remains a major problem in the area and may even lead to the outbreak of deadly waterborne diseases, Hon. Ntoi cried. 
In Misaje, the MP cited other poorly executed projects like the cattle market, the opening of streets in Misaje town, etc, by Minister Fuh Calistus that have resulted in a situation of public disdain for the CPDM leadership in the area. In Misaje town for example, when the people got the information that the contract given to Dr. Fuh Calistus to open up the streets of the town was worth over 50 million FCFA, were disappointed with the Minister for poorly executing a project in his own area of origin. Today it seems nothing at all happened to the streets. Hon. Ntoi lamented. The MP further warned that if proper care is not taken the opposition SDF party which is still waxing strong in the area, may take advantage of the situation of poorly executed contracts by someone who would have rather shown the good example for others to copy in the domain of execution of public contracts especially in his native Ako/Misaje Special Constituency where he is regarded as the leader of the CPDM in the area.
On his part, Minister Fuh Calistus who was contacted by phone to comments on the above mentioned issue of poorly executed contracts by his company – SIETEK-, boasted that all the contracts executed by him in the area in question were well executed at even an extra cost. Hear him; “It is normal that people say things like that against a public figure. Know that public figures are most of the time victims of destructive public criticisms. The MP can take the complain to the highest place, all I know is that my contracts were well executed and received like any other well executed public contract in the country. Mongo Foundation International: Instilling hope, happiness in hundreds of orphans around Cameroon

This typical philanthropic organization, Mongo Foundation Int. through its activities and services to humanity in the North West Region of Cameroon is creating a lot of impact in the lives of Cameroonians in desperate situations. The Foundation never sleeps when it comes to giving hope and happiness to little children, particularly orphans and underprivileged ones. Since the beginning of the year, this Foundation has proven its worth as a source of hope and happiness to underprivileged children and orphans across the North West Region. They are moving from place to place making sure these children are at least brought to a level like those of the rich and doing so with the message that “God has a good plan for them” and that their parents are not dead yet.
In Baba I village on Friday 13th day of April 2012, like elsewhere in Mbengwi, Bafut and Bamenda, the Foundation has generously donated some sizeable packets of assorted items to children, thanks to assistance from the “SAMARITAN’S PURSE” in United States of America through their programmed, “Christmas Child”. Hundreds of both registered and unregistered children (orphans) turned out for the sharing of gifts ceremony at the esplanade of the Fon’s Palace at Baba I despite the bad weather that characterized that Friday afternoon.

Though the ceremony was strictly for children who have been orphaned by their parents as young as 1and 2 years olds, the ceremony also saw the attendance of the Fon of Baba I, HRH Fon FUEKEMSHI II, some village notables, elite and family members of these orphans were in attendance to witnessed the event that greatly instilled happiness and hope to children in the area.
The children of Baba I village with back home very happy with gifts (packets of assorted items like dresses, shoes, toiletries, toys, money, etc)  offered them by Mongo Foundation donated by the SAMARITAN PURSE in USA.
In the Mongo Foundation Int., the same love that the Lord Jesus showed to children in his days, are strictly demonstrated in their mission for setting up such a humanitarian organization. They are fast distinguishing themselves through their activities and services from other organizations with similar objectives in the North West Region.
Created in 2008, Mongo Foundation is apolitical and nonprofit making organization put in place for the common good. Activities of the Foundation include amongst others; distribution of books and other didactic materials to orphans in schools, giving out foodstuff, clothing and other basic needs to widows and orphans; management of empowerment centers where orphans and widows plus other underprivileged Cameroonians are empowered through training with life’s skills for survival through self-reliance; HIV/AIDS control activities; community development campaigns and human rights awareness programmes; etc.
The targeted groups of Mongo Foundation Int. are orphans, widows and widowers. Three aged groups and the underprivileged ones in society are also targeted groups in their outreach programmes.

According to the CEO of the organization, Rev. AB Mongo, the Mission of his Foundation is to let every orphan, every widow, every widower, have a reason for living and not to really feel the gap of departure of their loved ones. The Foundation is out to update the standard of literacy in the suburbs through the creation of libraries and award of scholarships to needy children as well as giving these groups their rights to good health. All these are summarized in the Foundation’s Mission Statement - “Make an Orphan and widow smile”.

Nico Halle should be called to order for manipulation of the press against Fon Chafah

 

Listeners of CRTV Bamenda were disappointed when the Station Manager, Frederick Etta, unprofessionally and maliciously stopped an important interview over the Saturday April 7, 2012 widely listened programme, Red Carpet.
North westerners were glued to their radio sets listening to an interview between Fon Chafah and the Red Carpet anchor man, Colday Olivier, in which Fon Chafah was explaining certain issues bordering around Ntunfor Barrister Nico Halle and NOWEFU when of a sudden, music interrupted the interview and the programme ended abruptly.
Later in the day, That Watchdog Tribune gathered that Barrister Nico Halle “bought over” the CRTV Bamenda Station Manager to stop the programme where Fon Chafah was very critical about his hypocrisy. What beats the North Westerners’ imagination is the fact that the same CRTV Bamenda Station Manager a couple of days ago, gave Barrister Nico Halle 2 straight hours time to insult Fon Chafah but unprofessionally denied Fon Chafah the right to response over the same radio station.
In another vein, the same Ntumfor had earlier granted a smear interview over The Post Newspaper in which he again insulted Fon Chafah. When Fon Chafah accosted The Post Newspaper to get his own part of the story, he was again denied the right of response. This again was because Ntumfor instructed The Post management not to allow Fon Chafah give any clarification.
By the way, is Ntumfor Nico Halle a true peace crusader that the press has made him to be? Far from that. Ntumfor hails from Awing village in Santa Sub-Division of the North West Region where his village was involved in a bloody conflict with a neighbouring village destroying houses and other property. Where was Ntumfor when this happened? Why didn’t he as the peace crusader that he claims to be not have nipped it in the bud?
That aside, Ntumfor has of late, divided the North West Fons and their Union (NOWEFU) is almost splitting given his desperation of the “Ntumfor” title. Luckily, the Fons have finally understood his intrigues and are now determined not to lift the suspension slammed on him by their former President General, Fon Chafah.
Moreover, Barrister Nico Halle is giving the impression that he was feeding fat from the Ntumfor title, if not, why is he desperately in need of that title? Why is he crying for a title that he said was draining him dry of finances? Nico Halle should even close the chapter of the “Ntumfor” title. The Fons are tired of him and he is to be replaced by Ntumfor Fru Jonathan whom the Fons are confident that he can deliver the goods better than Nico Halle did. In the next general assembly of the Fons on April 28th 2012, WATCHDOG TRIBUNE gathered from sources close to the new executive of NOWEFU that Ntumfor Fru Jonathan will be presented to the public by NOWEFU as their new Spokesman and Ntumfor. This done will automatically put an end to the noise the dismissed Ntumfor is making to discredit NOWEFU. No one will be tolerated to destroy the Union of this Region which a vast majority of the people look up to for the development of their communities, for selfish reasons. NOWEFU is the only hope that remains of a Region yearning for development.   

Why Cameroonians Survive by Corruption

 
Inertia, which seems to be Cameroon’s trade mark without any doubt, it the ingredient of the ubiquitous and rampant corruption in Cameroon. Cameroonians siphon and steal state’s funds with impurity and go scot-free. Like a man of God, once remarked; “In Cameroon, it’s like people are persecuted for out being corrupt enough”. He opined that most Cameroonians in government do not have the fear of the Lord and so they operate as if God is kilometers away from them.
Come to think of it Cameroon has for two consecutive times been rated by Transparency International as the most corrupt country in this planet, earth, yet no one cares. Remember a former famous Minister under this Regime, who was given millions of FCFA to take to the National Team and he shamelessly told Cameroonians that the bag of money disappeared while on air to the U.S World Cup. And of course, nothing has since been done to him, the spirit of Cameroonians.
And even despite the fact that Government has now waged a war against embezzlers with several members of government and civil servants in jail, corruption has continued to be on the increase.
So, why Cameroonians survive by corruption? The answer is not far fetch. To begin with, there’s this acute lacuna in job opportunities in the country and so jobseekers must bribe or corrupt to have jobs. When they succeed to get the jobs through bribery, they also demand bribe from other to make up the money they spent to get their jobs.
Today, it’s open secret in Cameroon that to get admission to ENS, candidates must bribe for between FCFA 700000 and a million. To go to ENAM, the bribe is between 2 million and 5 million FCFA. Even primary school kids are aware of these rates.
And of course, Cameroonians love flashy cars and mansions. To get these, they steal money from even corpses.

Watchdog Tribune Group Organizes ground-breaking press award in Bamenda

 

The Watchdog Tribune Group on Saturday April 7, 2012, organized a keepsake, memorable and ground-breaking Press Awards cum 10th anniversary celebration never witnessed in recent times.
At the occasion which exceptionally took place at the prestigious State’s owned Ayaba hotel, with official authorization from the host Divisional Officer for Bamenda II Sub-Division to hold the event, the population was marveled by the colourful event which witnessed a lot of innovations.
INNOVATION:
Unlike other press awards in the country, the hostesses were all dressed in colourful white T-Shirts carrying Fon Chafah XI of Bangolan’s effigies as the WATCHDOG TRIBUNE Man of the Year (2011).
Most importantly, all the laureates were decorated with sages bearing Cameroon’s tri-colours- Green-Red-yellow which were artfully sewn. Like one on-looker observed, “The sages are so beautifully made that some Mayors would prefer to wear during important occasions while other laureates may wear them to churches and meeting houses”
Most importantly, a coloured Magazine in glossy papers titled; WATCHDOG TRIBUNE-2011 Magazine National Press Award, Winners. “A MAGAZINE FOR ICONS”, carrying the profiles of the laureates was launched in grand style.
Before the award, the Watchdog Tribune 10th anniversary celebration cake was a major highlight of the occasion. Only decoration of the cake moved the Mayor of Bangante, Mme Ketcha Courtes, to cough out FCFA 300,000.
The Publisher / Editor of Watchdog Tribune, Akamancho Ezikiel Dotta, explained that he first introduced press awards in Anglophone-Cameroon in 2003 and was celebrating only 6th edition because he suspended the award in 2008 “as other newspapers wrongly copied them. He said he has re-instituted it in a more powerful way because they want to remain pacesetters in award.
Big names like the former Minister of the then Youth and Sports, Philippe Mbarga Mboa, then Minister of Basic Education, Haman Adama, Chantal Biya Foundation, President Paul Biya, Fon of Bafut, Ntumfor Nico Halle, Fon Chafah of Bangolan, Fon of Baba I, Minister of Transport, Late Nsalai Christopher, African Institute of Computer Science (IAI), Cameroon and now Ibrahim Mbombo Njoya have all received the Watchdog press awards.

The Watchdog Tribune 10th anniversary celebration came and passed at Ayaba Hotel conference hall on Saturday April 7, 2012 but tongues are still wagging in Bamenda and its neighbourhood about the highlights of the occasion.
Although Fons, Mayors, Principals and Businessmen who matter were among the laureates, one distinguished Mayor called the shot. This was nobody else but the Mayor of Bangante Council of the Nde Division of West Region, Mme Celestine Ketcha Courtes. Her arrival at the premises of the Ayaba Hotel tickled all and sundry-given the unceasing chanting of the Bangante sons and daughters based in Bamenda.
For those who thought Mayor Ketcha Courtes and her powerful Delegation were to make their entry to the ceremonial hall for the event, they got it all wrong. North-West Fons numbering over a score, invited Mayor Celestine Ketcha and her Delegation to Fon Chafah XI of Bangolan’s Palace at Foncha Street, Bamenda to show case her importance.
After a brave communion with the Fons, the Fons ushered Mayor Ketcha and her entourage among whom was her French-born husband, to the Ayaba Hotel ceremonial hall for the occasion proper.
The triumphant entry into the hall was again greeted by a standing ovation, cheering and chanting most especially by hundreds of her Nde elite in Bamenda who turned out in their numbers to cheer their award winning Mayor.
As if the population was waiting solely for Mayor Ketcha Courtes to kick-start the occasion, the National Anthem commenced when Mayor Ketcha et al, were about to take their seats. Needless to stress here that the long wait by the population after all, did not bother the cream of laureates at the occasion when The Watchdog Tribune Publisher/Editor, Ezikiel Dotta, disclosed the caliber of Mayor, Mme Ketcha Courtes is especially her connections with Cameroon’s First Lady, Chantal Biya. Her introduction was again greeted with another standing ovations and cheers.
Another highlight at the occasion was when Mayor Ketcha Courtes was specially decorated by former Minister, Bochong Francis Nkwain, with a sage carrying the tri-colours, as The All-Round Best Mayor of the year in the West Region.

A TALK DELIVERED By H. E. Francis Nkwain Bohchong AT THE 10TH ANNIVERSARY CELEBRATION OF “THE WATCHDOG TRIBUNE” ON APRIL 7, 2012 AT AYABA HOTEL, BAMENDA

When the Publisher-Editor of the Watchdog Tribune approached me on Monday, the 27th of February 2012, to give a talk on “Cameroon towards an emerging economy: The major role of the press in the fight against corruption in Cameroon,” many obviously disturbing questions rushed through my mind; but one thing was very clear to me, and it was that, nobody would expect me to present a scientific paper on such a topic. As such, I accepted to give this talk, knowing fully well that I was going to be conversational, as I share both my take on this incisive subject, as well as my experience of Cameroon, as a frontline political actor.

It is for this reason, that I shall be conversing with all of us gathered here today, on what an emerging economy is, in relation to Cameroon’s option for such a transformation, and the role of the media as a whole, in the fight against corruption, the major challenge to such an evolution.
Generally, emerging economies are those regions of the world, which are experiencing rapid transformation, under conditions of limited or partial industrialization. These are, mainly, economies with low to middle per capital income, considered as emerging because of their developments and reforms.
Hence, even though China is deemed one of the world’s economic powerhouses, it is lumped into this category, alongside much smaller economies with a great deal less resources, like Tunisia. Both China and Tunisia belong to this category because both have embarked on economic development and reform programmes, and have begun to open up their markets and “emerge” onto the global scene. They are, therefore, fast-growing economies. Such economies are transitional, meaning that, they are in the process of moving from the close economy, to an open market economy, while building accountability within the system.
As an emerging market, a country embarks on an economic reform program, which will lead it to stronger and more responsible economic performance levels, as well as transparency and efficiency in the capital market. One key characteristic of such an economy is an increase, in both local and foreign investment. A growth in investment in a country often indicated that the country has been able to build confidence in the local economy. Moreover, foreign investment is a single that the would has begun to take notice of that country’s emerging market.
It was from this promise, that President Paul Biya declared on national television that, and I quote:
“We will make Cameroon and emerging country, that is, a country with strong democratic institutions, enjoying strong and sustainable growth… We are going to transform out country into a vast construction site, which will provide job opportunities for young people and create wealth that can be redistributed equitably.” End of quote.
Furtherance to this, President Biya promised to build roads, power plants, and a deep sea port, and he is seeking to attract more investment to the country’s agriculture and mining sectors, with the goal of securing emerging market status for Cameroon by 2035 – thus, putting Cameroon in the same bracket as countries such as Mexico or Malaysia.
From every indication, our option in Cameroon is to strive for the wellbeing of both the nation and its people by the year 2035. This, of course, is an option for the system of good governance, which works for the good of all our people, especially of generations to come. Indeed, this is an option to build on the future, our future. This means that, the wellbeing of our nation and our country as a whole, should not necessarily be judged on the strength of the CFA franc as against the Dollar, Euro or Pound; or whether our shares do well on the world’s stock markets; but should be judged on its most important commodity – its people, the most precious of all our natural resources being our children.
Unfortunately, and very sadly too, we are failing drastically to secure the future of our nation that of our children, and that of our children’s children, because we remain positively numb to the effects of corruption and crime as a whole! As a nation, have we simply become desensitized to the negative effects of corruption and crime, or do we, as a society, just accept these as part of our lives?
 To say the least, we owe it to one another; we owe it to our children, and to the people of this country, to take up the good fight and to make our voices heard. The fight against corruption    will not be won by policies and procedures; it will be won by many individuals, uniting in the common goal and drive to eradicate the negative effects that corruption has. As Transparency International tells us, and I quote:
“Fighting corruption requires more than tools and programmes; it requires role models who inspire; role models who have demonstrated a commitment to their values and beliefs by their courageous actions. Integrity awards winners provide a sense of hope and empowerment-they demonstrate that it is possible for ordinary people to do extraordinary things. Integrity awards winners are the heroes of the fight against corruption.’’ End of quote.
Are we individuals, who stand for integrity and honour? Are we individuals, who are committed to our values and beliefs? Your answer is as good as mine. But one thing stands out very clear: in the words of the chair of Transparency International for the Solomon Islands, “the quality of leadership and good governance is determined by the quality of the media.’ This is even more so, because the media is the only entity providing any sense of balance to the all-powerful and monopolistic nature of government; and the American founding father, Thomas Jefferson’s statement, that he would rather have a free press without a government, than a government without a free press, speaks of why the press was made the fifth independent branch of a functioning government(after the constitution, legislative, judicial and executive branches), through its institution in the first amendment. As such, to stifle the press is to stifle the nation; and that is why when we talk of the power of the press, we mean the power of what the press can do, namely:
1.      Give expression to public mind.
2.      Influence public thinking.
3.      Explain government policies.
4.      Provide us with varied news.
This leads us to the role of the media in the fight against corruption, in a country that has opted for an emerging market economy. In such an economy, corruption is the responsibility of the media to expose. If corrupt leaders are being constantly exposed by the media, they                would start thinking twice before doing it again. However, we are all aware that there is no specific definition for corruption. Rather, there are many definitions, all of which agree that, it means going against the law, in order to achieve personal goals, or the bad use of authority by a person holding power, in ways that are considered a waste of public money. As such, there are many forms of corruption, but it is all the same in its harm to the community, and the restriction of its development.
The role of the media is, therefore, a very big one. The media provides the means where information about corruption can be relayed worldwide. The public needs to be warned on a regular basis, about the harmful effects of corruption in an emergin economy; and this role is not only to inform the public about facts and statements, the media should also be active in public education and in the effective support in the fight against corruption. The media can play the role of being the watchdog, the agenda setters and gatekeepers in society. Through investigative journalism, irregularities both within the government and the private sector can be uncovered.
However, our media is far from being a group of angels. Like in other organizations, our media faces professional and administrative corruption. Those working in the media are like any other people, and can be persuaded in many ways such as bribes, patronage and receiving personal gain through their authority or work. They can use their pen to blackmail people or for the advantage of people they favour.
Today, we live a daily situation whereby, corrupt people try all that they can, to get the media on their side, either by threats, buying them or other ways, until the media sometimes falls into their racket. Some may argue that this is as a result of the low income of most journalists; but for one thing, corrupt people will never fight corruption, and if corruption is spread through media outlets, society will lose one of the most important weapons in the fight against corruption.
It is also true, that in spite of the global policy of freedom of the press, many journalists and media foundations still face problems accessing information. It is even truer, that the media’s efforts to gain people’s confidence fails because of the contradiction and corrupt behavior of high ranking figures in society, who loot public monies and go free, unquestioned. Thus, we need confident media and credible people to deliver the message of fighting corruption.
In recent times, the arrests of supposed corrupt public officials, has conjured a syndrome of hope amongst Cameroonians. 20.7% of our population hold that exposure of corrupt individuals is the best way for the media to fight corruption. This response is due to the widely held ideas that only a public shaming system can ignite the much-expected change.
Today, it is irrefutable that corruption has become a pandemic in the Cameroonian society. There is, therefore, need to eradicate this cankerworm, which has significantly contributed to hamper the socio-economic and political development of the nation. This fight can actually succeed, if the government works in alliance with the media, which stands as the main agent against the fight. This could be achieved by giving the media increased access to information, especially from the administration and the courts.
Conscious of the fact that the private media has been described as the most active sector in the fight against corruption, the government supports their efforts by providing substantive subsidies to the private-owned media in the form of tax breaks on newsprints and electronic equipment. But until the media frees itself of corruption, it can hardly report convincingly on the issue. Receiving bribes is a common practice among journalists. It has become part of officialdom, that journalists receive “brown envelopes” after the coverage of an event from the organizers. These envelopes largely influence the outcome of their report.
Press freedom should be respected, so as to enable the media to report freely on corruption. It has been realized that though a plethora of press laws exist in Cameroon, the media still operates with a high level of self-censorship, because their hands are tied by bonds of bribery and corruption. Until this issue is properly addressed, the media shall be largely ineffective in the combat against corruption, even if it remains the most active advocate in this crusade in Cameroon. This confirms the media’s role as the watchdog of society. It is important for both government and civil society to create an enabling environment for the effective use of the media to fight corruption in all facets of Cameroon national life.
At this juncture, a request of genuine self-examination must be addressed to the journalists, of both the public and private media, who are supposed to be watchdogs of society, but who, unfortunately demonstrate a more disheartening dimension of corruption.
Professional ethics of journalism are violated with impunity, and journalists enmesh themselves in the mud or payola, commonly called ‘gombo’ or ‘makapati,’ without remorse. They run behind individuals and institutions for money, to either sing praises or publish manufactured information at the detriment of empowering information. At the end of it all, the greatest loser is the citizen, who, in the absence of credible and useful information in the media, seeks solace in entertainment. The result has been an asphyxiated civil society, and an uninformed citizenry, incapable of holding officials to account, for misused of office or public money.
Finally, and as a take-home message, we call on the media, within the context of Cameroon moving towards an emerging market economy by 2035, to bear in mind that:
1.      The public has to be warned, on a regular basis, about the harm of corruption.
2.      Corruption undermines the moral standards of society, endangers democracy, deprives citizens of their rights, and blocks development.
3.      The role of the media is not only to inform the public about facts and statements; it must take an active role in public education and in the support for the fight against corruption.
4.      It is important for media organs to cooperate with NGOs and other institutions in the fight against corruption. Special emphasis has to be laid on establishing a network of information, knowledge, understanding and cooperation between various professional associations and public institutions.
