Every generation has its heroes.  Good men are  generally known only by those who have benefited
from them except in the case or cases where the person occupies a conspicuous position. Leadership requires patience, a lot of patience. It also requires a lot of sacrifices.  Good leaders are born as well as made.  To be a good leader, a genuine one of course, a person must be able to manage different moods, temperaments and shades of opinions.  One person in Watchdog Tribune’s eyes, stands out tall when these qualities of leadership are substantiated.  The person is nobody else than Professor Samuel Fonkam Azu’u, the genuine intellectual, who heads Elections Cameroon (ELECAM). Our keen readers are sure to appreciate the reasonableness in our choice only after perusing the accounts that follow.
Dr. Samuel Fonkam Azu’u has beside his lecturing prowess in the University, proven his intellectualism by giving Cameroon’s electoral body, ELECAM, a human face making it acceptable to Cameroonians most especially to the very critical leading opposition party, the Social Democratic Front (S D F).
Shortly after his appointment as the President of ELECAM, Fonkam Azu’u went on a crusade to debunk skeptics who doubted its credibility.  In January 2011 shortly before the October Presidential elections, Fonkam installed computers in ELECAM offices geared towards the checking of excesses of the electoral registration to thwart all misgivings.  The installation of the computers with unique intercom system were effected in all sub-divisional headquarters of the country and within two weeks, some 60.000 new voters were registered with  160.000 existing registered voters coming in to verify their names within the Northwest Region  alone because of the confidence Cameroonians started having for ELECAM and its chieftain, Fonkam  Azu’u.
Equally through lobbying, despite the fact that ELECAM had taken over the computerized data base from MINATD, it acquired new software by the UNDP which is more versatile than what MINATD had with it, ELECAM was able to manage candidates Polling Stations and the outcome of the presidential elections results were quite impressive to a vast majority.
In another vein, with the computerization of the ELECAM offices, ELECAM was able to organize the 2011 Presidential elections on schedule.  There were organized on the appointed date.  Secondly, the elections went on successfully through out all polling stations.  As Fonkam Azu’u himself admitted, after those elections, “It’s in fact a point of satisfaction because I have traveled across the continent to observe elections.” Truly, he went to countries where elections had to be postponed twice because the logistics were not in place.
For bringing sanity in Cameroon’s electoral system, all Cameroonians and friends have applauded that the 2011 elections were conducted in a very peaceful and serene atmosphere.  In fact, since the advent of multiparty politics in Cameroon, few keen observers of the Cameroon political sphere would envy the fact that the 2011 elections was by far the most peacefully conducted, and with the biometric registration put in place, there’s no gainsaying that Fonkam Azu’u’s ELECAM stands tall above all election bodies in this continent, Africa.
 Overcoming SDF Extremism
Today, SDF is the first to applaud ELECAM for its credibility.  Recently in Bamenda, the very critical Northwest Civil society Coordinator, Nkwenti Simon and the SDF Mayor of Bamenda II, Fidelis Balick Awah, and all showered kudos on Fonkam Azu’u for making Cameroonians have confidence in the country’s electoral system. Mayor Balick hailed Fonkam Azu’u for beating records in the 2011 Presidential elections when over 7 million Cameroonians registered and voted, first of its kind since the advent of multiparty politics in Cameroon. Who then says Professor Samuel Fonkam Azu’u is not a genuine intellectual par excellence.

(ELECAM), Dr.. Fonkam Azu’u, is a genu ine election expert par excellence.  Reason why a majority of Cameroonians including a cross-section of opposition political parties, militants and foreign bodies have all agreed with one voice that ELECAM is on good hands.
Whatever detractors may say, ELECAM remains a credible body. ELECAM did everything humanly possible to ensure that calm reigned at the last Presidential election which had only a single ugly incident, the death of a woman in Bandjoun.  In other countries it is a total war. Foreign Diplomats and International Election Monitors were generally satisfied with the conduct of the polls.  There were cases of multiple registrations but that didn’t perturb the process. And when we consider that it was the first election organized by ELECAM, the errors can easily be forgiven.
Any sincere Cameroonian would recall that electoral materials arrive their destinations on time and that the ballot papers of all Presidential candidates were available at all polling stations and on time.  No complaints about shortages.  Those who complain about ELECAM forget that in the U.S., George Bush won elections despite electoral fraud in Florida where ballot boxes disappeared.
There’s no perfect electoral system in the world.  Nothing human can be perfect anyway.  The new electoral code strengthens ELECAM.  But the truth is that for the election management body to succeed, Cameroonians must give it all the support it deserves.
When some Cameroonians without giving ELECAM a try, tried and sentenced the ELECTION Management body, ELECAM Chair, Dr. Samuel Fonkam Azu’u did not give up.  He still called on Cameroonians to give ELECAM a chance.
Fortunately, Dr. Fonkam Azu’u’s appeal didn’t fall on deaf ears. ELECAM has not only come to stay.  It promises to lead Cameroonians to the promised land of absolutely free, fair and transparent elections.
No doubt, Dr. Fonkam is bent to give ELECAM a human face, Dr. Samuel Fonkam has continue to criss-cross the nooks and crannies of the country with his high-level retinue, sensitizing and educating Cameroonians, especially election stakeholders, on the new electoral code and biometric system of registration.


Hon. Ntoi frowns at Minister Fuh Calistus for poorly executed public contracts in Ako/Misaje

-  Says the poorly executed contracts by H.E. Dr. Fuh Calistus in Ako/Misaje remain a major setback of the CPDM in the area;
-    Expresses fears that the SDF may exploit these weaknesses of the CPDM to win future elections in the area;

Ako/Misaje Special Constituency, Hon. Ntoi Joseph has reacted to the situation of poorly executed public contracts in the area. Frowning at the situation in a chat with WATCHDOG TRIBUNE at the premises of Hotel Des Deputes in Yaounde Monday the 18th day of June 2012, the MP in this lamentable situation explained with regret that it is now a scandal in his constituency that poorly executed public contracts are the handiwork of CPDM contractors using their Yaounde connection as a cover.
Citing the case of Minister Fuh Calistus as a genuine example, the disappointed MP, said without any fear of contradiction that all the projects/contracts executed by Minister Fuh Calistus in Ako/Misaje have made the people see him as a devious politician. The case of the Ako Water Project is glaring, he pointed out. He said though he claims to have completed the water project in Ako, the project has failed to meet the dire need of water supply to the people of this out post. Water supply remains a major problem in the area and may even lead to the outbreak of deadly waterborne diseases, Hon. Ntoi cried. 
In Misaje, the MP cited other poorly executed projects like the cattle market, the opening of streets in Misaje town, etc, by Minister Fuh Calistus that have resulted in a situation of public disdain for the CPDM leadership in the area. In Misaje town for example, when the people got the information that the contract given to Dr. Fuh Calistus to open up the streets of the town was worth over 50 million FCFA, were disappointed with the Minister for poorly executing a project in his own area of origin. Today it seems nothing at all happened to the streets. Hon. Ntoi lamented. The MP further warned that if proper care is not taken the opposition SDF party which is still waxing strong in the area, may take advantage of the situation of poorly executed contracts by someone who would have rather shown the good example for others to copy in the domain of execution of public contracts especially in his native Ako/Misaje Special Constituency where he is regarded as the leader of the CPDM in the area.
On his part, Minister Fuh Calistus who was contacted by phone to comments on the above mentioned issue of poorly executed contracts by his company – SIETEK-, boasted that all the contracts executed by him in the area in question were well executed at even an extra cost. Hear him; “It is normal that people say things like that against a public figure. Know that public figures are most of the time victims of destructive public criticisms. The MP can take the complain to the highest place, all I know is that my contracts were well executed and received like any other well executed public contract in the country. The Minister concluded.
